
HOUSE CONCURRENT RESOLUTION NO. 14

Requesting the Joint Committee on Government and Finance to make
a study of health maintenance organizations (HMO's) and
other forms of managed health care in West Virginia.
Whereas, Health care costs have risen dramatically, as have
the dissatisfaction levels of health care consumers; and
Whereas, The State has a vested interest in maintaining both
high levels of consumer satisfaction and low health care costs;
and
Whereas, The United States Congress this year considered but
did not enact reform measures concerning managed health care; and
Whereas, The issue of the high cost of health care continues
to be a tremendous concern to the Legislature; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is
requested to continue its review, examination and study of the
status of health maintenance organizations and other forms of
managed health care in West Virginia and to make recommendations
to the Legislature regarding the same; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2001, on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriation to the Joint
Committee on Government and Finance.
